The type of toxicology report that you get when you are trying to determine a cause of death is different and much more thorough than the type that you use to determine what substance someone alive is using. A blood and urine test can vary depending on what you're looking for and may not test for controlled substances. For example, if I suspect that someone has pheochromocytoma, I will do a urine test for VMA and metanephrines. This will not detect marijuana in their urine. Likewise a CBC (blood test) will tell me if someone's anemic, having an infection or iron deficient, but will say nothing of the cocaine he took last night. A toxicology screen for a living person usually covers barbituates, benzos, cocaine, THC, amphetamines, PCP, alcohol and opiates.

blood and urine testing is for the detection of any pathogens in the body while in case for toxicolgy there is a testing for the presence of potentially toxic chemicals such as cyanides, mercury, arsenic, etc
