the female tightens her muscles around the bulb of the males penis this insures she will get preg and keeps other dogs from impregnating her, . a litter of puppies can have different fathers, the female will release more eggs the further her heat cycle goes.

I have raised poodles for years and seen many a mating. The male has two hard round ball-like things that are on either side of his penis, nearest his body. These will go into the female while mating- but when the female tries to pull away, they prevent the penis from coming out. They both just have to relax and allow these to soften before they can separate. It usually takes 20- 30 minutes. You may catch a glimpse of them- but are rarely seen by the average person. Don't worry, just encourage them to calm down and let nature take it's course.

because his private part swell up so large that he can't and if separated before the swelling goes down it could hurt the female. If you leave them alone, they will separate in about 20-30 minutes.

It ensures pregnancy. Basicly dogs can't use the pull out method like humans.

i think its beacause the've just mated and they are wating for the kids to come, so they don't want to leave each other.
or maybe i'm wrong, but if i'm right, try to get to know your dogs better
