it could be the heat, can he dress any cooler? Also, Benadryl by mouth will make him drowsy, he shouldn't take it and be at work. The cream isn't that effective. He should be evaluated, sometimes they'll prescribe steroids, and sometimes h2 blockers like stomach medicine that also blocks histamine=like Benadryl, but doesn't make you drowsy.

benadryl, hives are usually a reaction to something you are a allergic to or extreme stress

Use Caladryl lotion. if it doesn"t work, see a DR or nurse practioner.
