Well, I would take it slow. Maybe try asking her out for dinner and a movie. Or rent a movie and ask if she would like to watch it. And order a pizza too. Order a comedy. Something funny, and easy to talk about. That way your not trying too hard to impress her. But you are putting some thought in to it too. After the movie strike up a coversation. Ask things about her. Her favorite kind of movies, books, and things she like to do in her free time. See what the two of you have in common. Tell about yourself too. That way it doesn't seem that you are hideing anything about yourself.
And if that goes good, then ask her out for real. Just make sure you get a feel for things before you just jump right into it. And be youself too, there is nothing more annoying than a fake guy.

Befriend her dog. Everytime you see her with her dog, act as if that you are crazy about her dog as well as she is (hope you don't have allergies to pet dander). She will take notice of that and see you as a person who has the same interest. It is always difficult to tell a person "straight up" how you feel about her, but when you have an "avenue" like her dog, you can start from there. good luck man.

It's okay that you love your roomate. As long as she doesn't have a boyfriend, go for it! First off, you need to know your roomate. This way, you know if you're compatible (you want to have something in common so a date with her wont be awkward). And you need to know what she likes (especially if she likes you back).
