I use ffmpeg for video conversion. It has a builtin preset for encoding to dvd-compliant video:
ffmpeg -i movie.avi -target ntsc-dvd -b 4000k movie.mpg
It will even scale it to the required resolution for dvd, the argument to -b is the video bitrate.
