Do you mean NY city or NY state?
It partly depends on what you want to study in art. If you want graphic design or photography, SUNY Fredonia is a strong program but it is close to Buffalo, not NYC. If you want Art History, SUNY Purchase is good. If you want to be in NYC, compare cost of schools and cost of living. It would be great to have the museums and galleries handy, but it will cost.
You need to not only check out the schools, but also their reputation for specific programs. Even if the overall school and department is good, what programs are strong inside that department?
