I'm not so sure any of these answers really address your question from a cat's minds-eye. Cats have a sense of smell much, much amplified from our own. Have you noticed they also like your shoes? When your hair is wet they can actually smell your scent (even after you shampoo) at an amplified rate. You are the pack leader. They love you and your scent is the family bond. One of my cats waits outside the shower ever day so that I will groom her with slightly damp (not wet hands) that have been run through my long hair. Other posts about grooming is correct, but to take it a step further they like your scent as the Alpha on them, just as they like to run around the house and rub their scent from their cheek glands on everything. Grooming is just part of the ritual of bonding.

I am a cat lover. My cats hadn't play with my hair. But I have seen once one of them cling onto somebody else hair and swing! They are such playful bundles aren't they?
I think they do it when they are in palyful mood. Have you seen cats run in speed of 100 km per hr all over the house, then braking all of a sudden for no reason, and then run again in 100 km/hr to a different direction for no apparent reason? That's how they are. They do lot of crazy stuff when they are in the mood for that....
Buy some fashion magazines and teach your cats some hair styling when you have time. Who knows he might have a potential to be a skillful hair dressor.....

From experience, I'd say it's the scent left by the shampoo from your hair. I've used various shampoos and sometimes my kitties are attracted to it and sometimes they're not.
If they are, reactions vary from rolling about near my hair, to restyling my wet hair and munching on it, to actually biting me (esp my hands if they're covered in the shampoo scent too).
It's just that certain scents turn them on more than others do :)

Since your shampoo smells good and then the cat food smells bad then you left with bad smelling hair. Instead, wash you hair in manure, then the cat food smell will be an improvement!

Well actually, playing with hair is fun for cats. It's wet so they sorta get a drink, and then your hair is kinda like string or yarn, so it's kitty heaven.

Kitty is grooming you, like a mother cat grooms her kittens. My cats always did that. I'm not a cat psychologist but I think they are claiming you as personal property to take care of when they groom you like that.

Like the others said, cats like to dry you off like they would other cats because they don't like being wet. Plus, it's fun to play with.

Cats don't like having wet fur and they assume you don't either so they're trying to help you dry it off and set it all back the way it was.
