There's this guy and he is the best guy in the world but he doesn't know i exist. How do i make him turn him head towards me and stare? How do i get him to look at me without touching or getting too sexual.

quit looking ugly, put some makeup on, show some clevage, and go talk to him.

If he doesn't seem to notice you, go introduce yourself. Just say "hi". Maybe you are shy... like me. I know from experience that if you don't say anything, then he might never notice you. But once I put myself out there for a guy, and now I am in this amazing realtionship that I could have missed out on. Getting it started is the hardest part sometimes, just do it... and if it doesn't work out... at least you tried.

make ur chest as large as possible and don't be shy, talk to him- being shy i another turn off
also make some fun of him to his face not behind his back and make sure tht u are not offending him make like a little joke because he will chase you around wanting to no why you said it and there it is he will be talking to you
tip-find things you have in common then talk about it

Maybe you should try a new look, but not something too revealing or he would get the wrong idea. And try talking to him ask him the basic stuff: How are u/ How's his day, stuff like that. Start building your friendship first then you could ask him out.

The only way to get a man is to be yourself.In time he will come to like the real you. If he doesn't then swim on little fish there's other fish in the sea. It's cool, I mean at least you tried, if he doesn't like you for who you are then you should not wast your time on such a fool.You will fell sad but you can't be happy all the time. Cry let it all out he will be sorry. Forget about him you are better then that you deserve better then a man that won't do nothing for you.
