Time and patience. She is still very young.

You walk her around the boundry line everyday. Try to do this at least twice a day. Everytime she starts to cross the line, you give a gentle tug on the lease (to get her attention) and then tell her no (this is reinforcement). Teach her to walk a certain distance from you by controlling the lenth and movements of the leash. Try puppy treats* as an extra reinforcement. Give them only when and if she responds in the manner you want.

Another thing to try: teach her to sit to go out and come in. Use sit for almost everything she does. Try to teach her to sit immediately from across the room. After awhile, she will get used to this command. Some dogs will obey this command better than NOOO, STOPPPPP, COME BACKKKKK. Some will be in the process of running and will stop at the command of sit and allow you to get to them. This does not work on every dog, but on many.

Some people use shock collars. I don't particularly care for them, but they do work sometimes.

Experiment until you find something that does work. One very important factor is consistancy. Everyone who deals with her needs to be using the same techniques and phrases until she learns what is expected.

If she has disobeyed, don't pet or love on her for a few minutes. This will show her that you are displeased. Otherwise, you reinforce the bad behavior. Puppies are like children. They need discipline and reinforcement. Don't call them to you to scold them or hit them. They learn not to trust you and will not learn as easily. You cannot trust them, if they can't trust you.

If you live near a Petsmart, attend one of their obedience sessions. I believe they are 1 night for 1 hour per week for 8 weeks. I don't know the cost, but it would be worth it.

*Remember that treats add calories. Use these lightly or consider cutting back slightly on her food.

Good Luck

First don't let him out in an area where he can just keep running. In the fenced yard/house have another person stand at one end and you at the other. Cheerfully say Come then repeat his name. When he comes to you give him a small treat & really praise him. When he gets to the point of coming when you call him once/twice then try a bigger area to work in. Also practise when you walk on the leash in the yard - take him off leash to heel and see if he will stay by you. Just keep working on it & never scold him when he runs off & you get ahold of him - this will only tell him you are mad if he comes back. Good Luck & find a trainer if you feel you are not succeeding aftter a month / two of daily work.

Her focus is outward because the unknown is desirable to her. Cut back on her food a little, so a treat is desirable. Go into a small area and give her a command like "Come here" or a loud whistle, or a dog whistle. When she doesn't do anything, either do you. The first time she comes give her the treat. (don't coak her with the treat, that is only the reward..the command should be what brings her) When she starts to get the idea, replace the treat with affection. It will still be a reward.

I know some people don't like this, but get one of those invisible fences. The really work, cause I had to get one of my 1 year old Lhasa Apso and my 4 year old Rottweiler and it stop them from running away. It will give your dog a little shock around their neck that tells them not to leave the yard or go to places that they're not allow.

you need to train her on the lead, first get her to sit in front of you have a treat in your hand step back and call her in hand in collar and treat and plenty of praise, but make it a lot of fun eventually she will learn to come to you.
