If you are referring to situations with women, then yes, it is sometimes better to say nothing at all.
Men, in general, have been raised to be the problem solvers. In most instances, men will want to offer ways to rectify the issue; it is in their nature. Women, on the other hand, most often want someone who will listen and offer support. They aren't always looking for a solution.
Remember also, the adage that "if you don't have something nice to say, don't say anything at all." If this is affecting your relationship with a woman and you have any doubt, just ask her if she is looking for a solution or a sounding-board.

If you have NOTHING to say, then yes, it IS better to say nothing at all. Smile, be friendly, but let the other person start the conversation, then you talk.
