Yoga does wonders

swimming

push ups chin ups dips etc

no weights required

if you are looking for gimmicks you might want to go to your local physiotherapist and ask about EMS machines. A device that uses electro-stimulation to force the muscle into contraction.
This is what the ab belt you mentioned does, mainly used for injury rehab and not a long term solution.

You don't necessarily have to use weights but you do have to use those muscles to stimulate them. This means work. Lifting things, even just canned goods, will stimulate the muscles but little else will.
The ab belts have disappeared for a reason, they don't work.

That's bogus. If you want to increase muscle size in any way, you're gonna have to do some work. Now you can do some resistance exercises that require no weights or you can swim. Swimming works every muscle in your body.
