Which GPS system does not require the ability to hear? Good for deaf people? Thanks!?

Almost all of them are visual, as we discovered trying to find one at less than $1,000 that would do step-by-step for the blind. Most are silent and the few that talk don't talk every street or only talk the prompts. Even Tomtom, which has many speaking options and scales (like bicycle and walking) does not name the streets all the time or all of them on the display.)
