Macy, a 3 1/2 month old Border Collie/ German Shepard puppy. She pants all the time even after she drank. Is this normal?

No, sorry, this isn't normal. I would take her to the vet ASAP. There is a heart condition that is very common in both breeds of her line called PDA (Patent Ductus Arteriosis) and one of the symptoms of this disease is excessive panting due to the fact that the blood isn't being oxygenated enough. The age you say your puppy is, is the most common age that puppies start showing signs of PDA.
One of the sure-fire ways to tell if your puppy has this condition is to listen to her heart and feel the beats with your hand. Does her heart feel like it's beating out of her chest? Does it sound like a "washing machine" when you listen to it?
If not, still take her to her vet. The vet will pick up on things that you aren't able to and get to the bottom of it. I hope she doesn't have this condition, but if she does, it can be corrected by surgery.

No, not unless you live in an extremely hot climate or she just finished a very vigorous game. My pup didn’t even pant at all for the first time until she was 5 months old.

I have a dog named Gabby she pants ALL the time I just think its because its excited and wants to always play with you. I dont think anything is wrong with it- but you still might want to tell your vet-just in case!!:)

I think so because even my Bichon Frise does the exact same thing.

they do when theyre tired becouse thats a dogs only way of lettign out heat and they can only sweat throuygh theyre paws
