It's a judgment call when to report. Second guessing other people's thresholds is a silly game. The cop may have thought it was silly but maybe something was lost in translation...

If you call following a drunk that is swerving into oncoming traffic, hitting the curb, and endangering the lives of everyone else during rush hour while I am on the phone behind him providing the cops with detailed information about his license plate number, vehicle description, and precise wherabouts right up until the time he drives directly to a police roadblock that was set up to block off the scene of a fatal crash caused by another drunk who swerved into the path of a city councilman and killed him, then yes, I do tattle on the highway. But no, I wouldn't tattle on something stupid. For example, if I am being tailgated, rather than get out my phone, I much prefer to yank my emergency brake, causing an emergency of sorts in the car behind me. That's why the call it an emergency brake, right?

Ringing the police for "snitching" is as you say a waste of time, for rather odd or stupid behaviours of some road users, and yes it would be hard to prove.
However if some one is clearly under the influence of drugs or alcohol (weaving in out of lanes, or barely moving) and is causing potential dangers to other road users, then yes I would use my mobile phone to call police.
Mobile phones are a nuisance but they do serve a valuable service if someone is injured in an accident. Or if there is a potential for an accident, because of some peoples stupid actions.

Yep. I was driving the other day in a community where it is illegal to talk on your cell phone while driving and I saw someone doing it. I immediately started to follow him and used my cell phone to report him...
(DUH)
Seriously, I wouldn't hesitate to report someone who is seriously endangering others. One time, about 3 years ago, I tailed a guy who was driving on the sidewalk, in people's yards, smacking the sides of parked cars, mailboxes, fences, you name it. I dialed 911 and reported his positions to the dispatchers until the cops came, and boy did they ever. Like 4 cruisers converged on us in like 2 minutes.
Now what would you have done? Am I a tattle tale or did I just possibly save someone's life?

Yes, in general. We are a nation obsessed with everyone else's business - and what they are supposedly doing wrong (in our opinion).
Could it be the cel phone is both the best and worst invention?
