Because they probably don't want to go out with them, but they want to let them down easy. Basically, "I don't know" means "I don't want to go out with you, and by putting this question off, I hope you'll just forget and not ask me out again."

They might do it for several reasons:
Insecurity of how it'll end up
Not knowing someone well enough
Not knowing how to let someone down easily
Having not paid attention to the question
Not being sure about how long it'll last and the emotional outcome in the end
Just not knowing if they want to go out with someone usually means they need to get to know someone better. It can depend on what type of person. A shy person might shout something that they had no intention of because of personality

It's either two different reasons. Cause they're not sure if it's really happening and want to keep on the safe side if it's just a joke, but they really like them too. Or cause they don't like that person but don't want to urt their feelings by saying no.

im not sure about that myself...that must be there favorite works because they all say it when they are stuck in a situation.
