parkways are toll roads and driveways are easments (do you know what that means jokester ? ).

Because the 'park' in 'parkway' is more closely related to the meaning of 'park' as an open, green space, than 'park' as in what you do to leave your car somewhere. So you are driving along a road bordered by a sort of park landscaping.
And the driveway being the means of access from a house or other building to the street, a car can be parked (i.e.
'stopped and left') there, as well as driven.

Actually I sometimes drive faster on my driveway then on the parkway. I even sit parked on the parkway many times.
