Hi. Me and my wife wish to move to the US to live, i am from the UK, and she is Romanian.

We understand much of the rules and regs, and will be coming with finance anyway.

What is hard to understand is; can people come with their own finance, with intention of starting their own business later?

And, does the government place people, or do they choose in what state they wish to reside?

If you are legally here, you can move around. If you come with an employer sponsor you are supposed to work there, subject to getting a different sponsor. If you come on a student visa, you are supposed to go to school. If you have a general residence, immigrant visa, you can go where you will.

The location restrictions are that you have to pick a location ahead of time. If you choose Alaska, you might have to stay there, depending on the conditions of the placement. There is freedom of movement within the US, but you may have to tell them about your movement if you're on a weird limited visa (especially in and out of the country. Mexico may be off limits.).

If you don't understand that much, I think your understanding of the rules is pretty dull.

The business thing, later intention doesn't cut it. You'll have a time limit to spend the money (if that's the visa you're talking about) and get things into action. You'll need some kind of proof of intent, such as a bank transfer and a business plan and an advert for employees...

talk to an immigration lawyer, you need to think this through.

You are out of luck with Family based immigration as both of you are non US citizens.

There is Employment based immigration which you can use. If you have ample money around 500K USD to 1 million USD you can get a 2 yr conditional green card which will be made permanent after that time period provided you are still running a business. Govt doesnt place people, they are giving u green card/PR to create employment :)

You can come as an employee sponsored by a company and become a permanent resident. Just google for Employment based immigration and Investor immigration. Other key words are EB5 category and EB2 category. More relevant forums are immigrationvoice.org, immigration.com etc

Yes you can come with your own money.
In fact there is an Investor category for Green Cards.
If you invest a Million Dollars in a business that gives jobs to ten US citizens you can get a Green Card (Permanent Residence).
Then after you've been here five years you can even apply for citizenship.
