It sounds like you might have a condition known as hirsutism

for permanant hair removal electrolysis used to be the main option. Waxing or shaving or things like Nair are temporary fixes.
It is a time consuming process because each hair is done individually.
It can be worth asking your doctor about it , there are some hormone conditions that may be making the problem worse.

you should try to wax once a month. Your hair goes through 3 phases of growth anagen, canogen and telegen. By waxing once a month you will get better results that last longer by allowing the hairs to reach the proper stage at the same time.

i'm sorry but i think laser is the best option you could also burn it off (that is kinda dangerous i wouldn't reccomend it) and you could pluck but that is painful i would go with laser, because it seems like your best option
