I'd shoot him a funny smile and ask, "That good, huh?"... he'll get the hint... then you can both start laughing.
Or say - "BAD BOY!, BAD, BAD BOY!"... as if you were scolding a dog.
OR - Say, "HURRY UP! THE WAITER IS COMING OVER!"
OR - Ask him if he wants you to ask for one of those little dip cups and a spatula so he can eat it later.

Oh I love it when my best friend licks my plate. He always waits til I am finished eating. Then I put the plate on the floor and he licks it. Did I happen to mention he is a dog? LOL take care!

Tell him, "If I KNEW you were going to act like a DOG, I woud've brought you a LEASH! If you don't stop licking that plate right now, I am going to punish you like the dog you are right here, right now, in front of everyone here and you WILL be embarrassed!"

Lick mine too! I always lick my plate when I eat alone, I wouldn't ever do it (first :)) when others are present because I know it's bad manners... but if they do it, then obviously they don't mind.

I would probably ask him why he licked the plate, but if it doesnt harm anyone, he might as well keep doing it.
