when the person you are asking out looks happy, and in a good minute, and also isnt really late or busy with something

Well, a good time to ask somone out is like.. hmm... when they need help, or you should ask very sweet, and nicely " will you go out with me?". It helps alot when your a gentleman towards girls. It helps ... beleive me. I'm only 12, but you should try my advice out. Don't worry, it won't hurt to take advice from a 12 year old. xD
