To stop ninja turtles. Its about putting the green man down.
I find people that want to use them funny as hell, like throwing stars... they are not as deadly as they are in movies =)
Regardless, they are classified as weapons of mass stupidity and the type of people that would carry them around with them need to be steralized to prevent them from breeding.

Mainly because it's a very deadly weapon. There are some made with a nylon cord, making it undetectable.
