example If someone was abused then did drugs then etc but is now trying to say someone else is going through these things in that order

A common example of that are people who are DID (disassociated identity disorder, otherwise known as multiple personality.)
This disorder is caused by trauma and usually happens early in a person's life, often by sexual abuse.
In many cases, the child cannot believe that this horrid thing is happening to her and convinced herself that it must really be happening to someone else. This is when a separate personality in the mind appears and takes control of the body. This second personality possesses the memory of the incident so that when the original personality comes back, she may fully believe that the horrible thing happened to a completely other child.

I'm no professional, but I would say that the person could be ultra-sensitive to the characteristics that go along with those behaviors, or they could feel the need to have someone who is like them, which is not so good. It's not a whole mental disease, per se, but it is a sign that they are going through something abnormal and maybe should look at talking it out with somebody.

Are they saying that a hypothetical person is going through this situation? Or did they previously admit to their situation and are now denying it. This person may be looking for help but is uncomfortable admitting who it is or is in a state of denial. Listen, without judgement, and offer assistance as appropriate. This could be in the form of a support group, counselor, hot line, etc. Many times when people share this type of information, they are desperately looking for someone to help them but are afraid of being shunned.

Not a whole disorder. it is a symptom of a poor mental state.

yeah that happens sometimes, if its unintentional you can't even blame folks though
