You can download a stand alone SP1 exe installer at Softpedia.com or Download.com. I use it and it does not scatter files everywhere. I used SP1 for a long time without anymore updates. I moved to SP2 recently though mainly for the Internet Options and Firewall features for multiple NICs. You can download that as standalone exe as well.

Make sure that your unzipping is maintaining the directory/file structure that the file was zipped in. All the files may have to be in the same folder, as long as there's a Setup.exe or setup.msi in the root of the ZIP file. Just use Extract to and when you choose the destination just type in a temp folder name to extract to, then open that folder to view the folder structure.

Why are you downloading a "copy of SP1" when you can download it (and SP2 and all other important windows updates) from Microsoft's site, where you should be getting them from?
