Have you tried cashing your check at any local bank? With the
proper I.d. and social security card they should honor a government check without charging a fee.

The only place that will cash it without any fee at all is your bank.
Some grocery stores and most Wal-Marts will cash them but only to a limit, typically around $1,000 or so depending upon how much cash is available. There will be a fee, but it should be modest.
The check cashing places will hit you for heavy fees; they're the worst of the lot entirely.
Cashing a tax refund check is risky business for a reason that you may not have though about. Places that cash tax refund checks tend to attract the attention of thieves. If you get robbed coming out of a check cashing place, your money is gone for good unless you're REALLY lucky and the thief is caught. And if you're REALLY UNLUCKY, you may get bullet in the head in exchange for your money.

Actually, filing jointly means that you both file together. You can do that even if only one of you has income. You should both have been signing, though. If there's a refund check from a joint return, both people's signatures are required to cash it. If you haven't been signing the checks, sounds like he's been forging your name to them. There's no law on who gets how much of the refund check - that's a matter of whatever the spouses agree to. Signing a refund check is just like cashing any other check - you sign it on the back. No you don't need a joint account - if you sign it and he does to, it could go into an account in his name only.

Cash your refund at the check cashing place. BUT you have to bring your Tax documents (receipts) so it will give the cashier a reason why you are walking around with a large amount of money.

Walmart does it. They charge a fee, though. Best thing to do is open a bank account with it and, when it clears, close the account.
