i have two staffies and lokk at both square on in the eyes there tails just wag!! but i have heard that when they do this to other dogs it means they are sparing from a fight

Pit Bulls and Staffies (the bully breeds) are bred to be people pleaserss Looking anything directly in the face (eyes) is a sign of dominance and is viewed upon as a challenge.
If you have a dog that doesn't look at your directly in the face you have traits of a submissive dog.

When dogs and people look each other in the eyes it is a sign of aggression. Maybe your bull terrier just isn't aggressive.

Its a dog trait, generally its a sign of dominance (or aggressive interest) if a dog stares at you and makes eye contact; its a challenge.
But pet dogs can learn that you see it as friendly behaviour and some of them can accept freindly eye contact, they read your face and relax if you're smiling. Frown at them and they go submissive and break eye contact. (Don't try that with a strange or dominant dog, its an invitation to be bitten!)

In dog language, looking another dog in the eye is seen as a challenge, so any breed is unlikely to stare directly into the eyes in case it is seen as a challenge. Some dogs will watch your face to read your expression, but that is different from staring you in the eye.

As you are dominant over the dog, the dog will not look you in the eyes as this is a sing of aggression

Oh Dear! My staffy spends hours just gazing adoringly at us! But I don't think he is being aggressive, he just loves us!

my dog is a staffie cross and she gets nervous sometimes when she looks straight at my eyes but its a good sign it means your dog knows your boss!
