Answer: Goodness! I pray that question is not your ideal of "proficiency" in English.
If you mean the detriment of America by not requiring standardization of English into the culture...
I would concur with that concept.

Not necessarily so. There are many nations that are not english speaking countries that are more developed than those that are trying to increase the proficiency in English. Yes, language sometimes matters but what's more important is better infrastructure, know how and political stability. Japan, Korean, and Germany are using their native language to run their country and although, some take the initiative to increase their own English proficiency but it's not these nation's policy to enforce english usage and english learning among their people to ensure development.

If you mean if the immigrants learn English it makes for a better country the answer is most defiantly YES! If the population can speak to each other and theres no language barrier there is less prejudice because the natives see that the immigrants are transitioning into the culture and not trying to change it.

Yes. We Indians were ruled once by British people and they taught us English. Now we are number one in soft ware developments. It is not that German. Japan and Chinese are lessor brilliant than us.Just because they are not having proficiency in English they are unable to mingle with the people of other parts of the world.

A country is more than its balance sheet. The ability to communicate is basic to the ability to interact in the real sense of a community.

you can see Japan, Germany,---don't speak english ,but full of money.
you can see many small countries, despite speak english, but still poor
