Well since the mom is not helping them then I suggest giving warm milk every day half a bottle for 4 times daily because they can be very hungry...I would also suggest feeding them about 3 solid but very soft foods so they can get used to it...Good Luck and don't fed them real solid food for about a 2 more weeks...If you give them solid food and they refuse which they obviously will then keep giving it to them when they have no milk around they will want solid food!!!!

Tip"

Don't feed them solid food now their stomachs are still needing mothers milk, but give them warm milk!!!

At 3 weeks old they probably don't even have their milk teeth all the way in. You will have to supplement the feeding with puppy replacement milk and bottle feed them for another week or 2. Then buy some good puppy food and put it in a blender to really crush it up and add water to make an oatmeal like mush. Feed the pups 4 times a day and make sure they all get their fill. Put water is a shallow dish and your going to have to show the pups how to drink from it. Never leave the water dish to full. It one of the pups accidentally get into the water it can drown.
Your dam is not a good mother to her pups if she is refusing to feed them at this early into the process. You should really think about not breeding her again.
Pups should stay with her until they are 8 weeks old.

At 3 weeks old that is to young for the mom to be trying to wean them. Maybe you should crate her with the puppies so she will stay with them long enough to feed them adequately. The pups shouldn't even be starting soft food till there 4 weeks old and yes then you add a little milk to get them started.
Keep an eye on mom,if she is trying to wean so early, you will either need to crate her and the pups or start feeding milk supplements to the puppies. If she is drying up, take her to vet to find out what the problem is.

yes supplementing a little milk is good and sinse 3 weeks old they should start eatind dry or wet food, what you are doing is good. feed them about 4 meals a day maybe 5 since they are still little and need there stomachs to be full, and you should feed them 4 meals a day until they are 12 weeks old. then feed them three until 8 months and so on do two only with a snack in between. or treat.
