Windowblinds is one of the best programs available for this. It is not free, but for only $20 you get the program, a years worth of updates, and unlimited downloads from Wincustomise.com for a year. Highly recommended!! Go look at some of the screenshots and skins .. you will be impressed!
For $50 you can get the entire Object Desktop Suite. Definitely worth it!
