How much needs to be in the tins? Should I fill all the way up or just a little bit at the bottom?

But normally as much as you want to eat. Or half way full ish

bout 3/4 from the top..if u using self raising flour (it will rise up wen cooking) u dont want it flowing everywhere! unless u want 2 b in a gooey mess?
