Like, leaving the eyes or the shirt in color while the rest is black and white.
Does anybody know?

I'm not sure of the Gimp particulars, but this is the kind of thing you do with Masking.
Usually, White areas on a mask layer will let lower layers show.
So create a mask with a hole where the colour item is, then (on the mask layer) reduce colour saturation until you have b&w.
