My sister had this same trouble. I have not had this trouble as I was home with each of my last two puppies until they were trained. You have a few options for this. You can use a crate train the dog. A dog will do all it can to avoid sleeping where it went to the bathroom.

Do NOT use puppy pads or other pads in the house. This will encourage the dog to pee in the house.

Each time the dog wakes, eats or drinks take them immediately outside. If the dog is sniffing, keep an eye on them, he could just be sniffing. Watch him like a hawk though and as soon as he start to squat, remove him to the outside. Then praise him for going outside.

When the dog does go outside, heap the praise upon the dog. Start with small treats, then replace the treats with heaps of praise and petting.

If the dog does go in the house, take them to the spot, say No! forcefully then remove them to the outside. It helps to have another person there to clean up the pee. When you come back into the house praise them for going outside.

Depending on the type of dog, sometimes they sniff around a lot and won't go. Give them some time 10-20 minutes to go before taking them back into the house. My sister's Havanese takes about 10 minutes tofind a spot to go, while my Shih-Poo will go as soon as I get her out there. You can speed them up with praise and commands, eventually.

A trick I learned from a German Shepherd breeder friend of mine is to teach the dog to ring a bell to go outdoors. You put a bell (the kind like on hotel or library desks) next to the door you want the dog to go out. Each time you are going to take the dog out, you help her ring the bell with her paw, then take the bell outside with you and your dog. It goes without saying that you take a puppy outside after eating or waking. When the puppy potties outside, ring the bell repeatedly and praise - lots of happy praise and treats. Before long, your dog is ringing the bell anytime she needs to go outside. My puupy is only 7 weeks old, and he learned in 24 hours! That's not to say that there won't be occasional accidents in the house, you weren't potty trained in a day either! However, if you are vigilant and consistent you will succeed!

take her out every hour or so, when she has an accident in the house do not discipline her, this can cause problems with the dog wanting to go period, just wipe it up and use something to cover up the smell (they have stuff for that at the pet store) when she does pee outside have a treat ready for her to show her she did good, same if she poo-poos outside, it will take a while, don't expect overnight results but yes she can be housebroken
