Without knowing the type of brain surgery and what it was for, nor the degree of movement in your left arm when you move your leg, is very diffecult to make a judgement but you REALLY need to go back to your neurosurgeon asap. If you aren't happy with what s/he says, then get a second opinion.

My only suggestion is to go to your Doctor/after care services.
Mention about this occurence.

You have to tie a heavy load to your arm and your brain will learn not to lift your arm when you move your leg.
