The only way to be 99.9% sure is to have a DNA test done by a vet. My father has raised many different kinds of birds. It is very difficult to tell whether a bird is male or female. Especially with parakeets. Chances are, your parakeet is actually a female and if she is in the same cage with a male, or if you just bought her and she was recently with males, then she got pregnant and laid you a little baby bird. Maybe rename your parakeet to something more feminine.

'He' is definitly, a 'she'. Females can lay eggs even without a male. All egg laid without a male present will be infertile. Budgies usually lay eggs every other day until they have laid the full clutch, usually between 5-7 eggs.

Cuz 'he' is a 'she' ^.^ . Sometimes females get a lot of testosterone which turns their cere blue.
Or maybe your parakeet prefers blue makeup. Hard to tell with all the cross dressing parrots out there.
