I would think the best approach would be to contact the DVLA if ur in UK tell them what ur calling about and give them the registration number of the vehicle u wish to contact the owner of. Under the data protection act the DVLA wont be able to give u any info etc of the owners etc but should be able to contact the owner on ur behalf to either contact u or give the DVLA a contact tel number if they wish to sell their registration number.
