But a puppie is very cute, and stuggly, and not as hard as a child, but you still have a number of responsiblities for it. Maybe a particular couple can't find time for a puppie. Adults have alot of things on thier shoulders.

The difference between a child and a puppy is that a child needs more care love, money, support, educating, parenting skills, and hard work. Children have different personalities, and when a couple has a child, they deal with that kind of personality. Humans have different needs than animals. Thier minds are very different.
Puppies are there all the time, but they have special care too.

You are wrong in comparing a child to a puppy. Taking care of a puppy and a child are 2 totally different issues. Adopting a child is not as easy as picking up a stray homeless puppy from a street.
