kodak easyshare software, trial version of acdsee has a small photo editor. to really edit photos properly you need some expensive software i.e photoshop. you could always use p2p to download it for errmm free but that is illegal ;)

Faststone Image Viewer has some good editing features for free and it is a quick and easy image viewer too

Find a pirate copy (try warez sites) for

Adobe Photoshop (best one)

then get lots of plug in filter effects like

Eyecandy, Kai Power Tools, Xenofex etc for all those wacky effects and textures

GIMP is really good, easy to use and free. I actually think its better than photoshop because its so much simpler (not to mention cheaper!) and you get really good results.
