What does "road up" mean exactly?

Does the sign "road up" mean that they are working and repairing that road? Thanks.

It means that road repairs are in progress - e.g. they are digging UP the ROAD.

I have never seen a sign that says "road up." To me it means nothing.

I have never seen that sign on the road here in the states. where are you located?
