Yes you can. Many brands like Gap and Nike are made either in Thailand or Cambodia and there are factory outlets, im not sure if they are slight seconds or not though. I know of a nike outlet in Chiang Mai.

Original clothings are usually made for the brand client. Only factory overruns can be available for purchase and they are likely to be marked otherwise or have their labels taken off. Originals are to be sold in their outlets.
But having said that, some factories may have some sample for you to purchase. So, it will differ from factory to factory on their policy. It will be good if you can contact the factory before you go down if you can buy their products.

Well, not sure what you mean by "original" clothes - - but there are many places to have custom shoes and tailored shirts and suits made...

I believe you can. There are lots of outlet shops of differing brand on the way to Pattaya. You see the big signs on the road.
