Plants which contain chlorophyll produce oxygen in the presence of light (not only sunlight). It is possible that some plants are so sensitive that they produce oxygen in the presence of street lights or even moonlight during full moon.
In the modern city and home there are no "dark nights" - electric lights on all day.

No. It produces oxygen only during photosynthesis and that requires light of good intensity ( Not street light).

It does not produce that gas 24/7.

It has medicinal significance no doubt , but do not ascribe improbable things to it.
