Children have a higher heart rate and respiration rate than adults and children's lungs aren't fully developed so it stands to reason that they can't hold their breath as long as adults can.

My bet is that a child can hold their breath longer than the "average" adult by far.
There are many adults out there that just don't breathe anywhere near their designed capacity.
Taking into account the volume to size ratio, a child should easily hold their breath longer. (Pro-rata)
It's only as they get older that bad habits (smoking, drugs poor diet) and poor posture limits the breathing capacity of the adult lungs.

Because the adult lung capacity is much larger than a childs, therefore can inhale more deeply and retain more air

Slower heart rate and metabolism. This makes for less oxygen consumption. Also adults have mastered controlling they're bodies so they can restrict movement and thought better which uses oxygen.
