He was flattered that a pretty woman was talking to him, thus the blushing. He might have turned you down since he's involved with someone or maybe because he's not ready to date right now. Or maybe, he's just plain shy. :)

Could be he doesn't drink. Or maybe you intimidate him and he thinks you're too hot for him? It happens. He's obviously a shy kinda guy. Offer something like lunch instead.
