Yes, if you buy one from a car dealership they are referred to as "rental returns". I have found them to be a good choice as they are still under warranty and usually have less than 30,000 miles on them. I purchased one with only 18,000 miles on it. You get the benefits of a new car with a price that is far lower. At present, I have a 2000 rental return that I purchased in 2000 and so far I have no regrets. I wasn't aware one could buy them directly from the rental agency until I read the other answers. If you are able to buy directly from the rental agency you will likely get an even better deal.

Yes they do. Usually they sell them in bulk lots to dealers but sometime they will have public auctions for private people.
Years ago, I use to work for Avis delivering vehicles to local rental offices. We would deliver new ones and bring back the old ones to a central point at the air port (D.C.).
Then they would have 10-20 drivers deliver the used ones to another airport (Dulles) to be shiped out for actution.

Yes they do but it depends on the company policies. They might sell directly to a buyer or prefer to just deal directly with a secondhand car showroom. Cheers,
