If your passport has expired over a year would you have to pay a fine?

you don't have to pay a fine but you will have to pay for it to be renewed.(you have to pay a renewal fee every time you update it, whether it has expired or not)

There is no fine that you would have to pay for an expired passport but if you want to travel outside of the country you will need to renew your passport and that costs $67. If you are planning to a trip I would send your passport in as soon as possible. It is taking 6 weeks or longer to get a passport back.

no but if you could qualify for renewal by mail and dont do so on time, you will have to go through the first time procedure again and it will cost you an additional $30 from what it would have cost had you renewed by mail

You don't need a passport unless you go elsewhere.
