I have a question. I am an American female but I have a friend who is Mexican and he came here three years ago and he is not legal. How does one become legal in the United States?! Thank you! :)

If he came illegaly, he has to go back to his country and apply from there.
If he is legal, I think there is a fine he has to pay.
Is not easy anyway.
Deport them all.

He basically should go back to Mexico and start over. That's the correct way to do it.

My wife is a legal immigrant from the other side of the Pacific. We were apart for quite a while, while waiting on the proper initial paperwork to clear. We were married in a civil ceremony overseas three years ago, and I was her sponsor to apply for a green card. I had to show verification of my income, my last three years of tax records, and sign an affidavit stating that I would reimburse the govt if she ever became a ward of the state while here. I also had to actually go to the U.S. Embassy in her native country and interview with the people there concerning our relationship and her wanting to enter the U.S. She had to apply to her local authorities for a "certificate of good conduct" from the local police there, stating that she wasn't leaving the country there because of a criminal record. She also had to go through a complete physical exam. She finally got her green card after about a year and a half, and moved here permanently in 2005. One thing that was most valuable was the immigration and naturalization website:

If he's an "illegal immigrant" he has a really good chance on getting deported, if the INS finds out. There are procedures to becoming a legal/permanent resident, even a naturalized citizen.

A few differences between a naturalized citizen and a permanent resident is this:
A naturalized citizen is almost like being a natural-born US citizen. Right to vote, etc.
A permanent resident cannot vote. But, is allowed to reside permanently in the States.

He needs to either get a work-based or family-based visa. So unless he's marrying a citizen, there aren't a lot of options. If he's approved he will be subject to a 5 year bar from coming back to the US.
Here illegally 6 months to a year = wait 3 yrs.
Here more than a year = 5 years.
Come here more than once = 10 years.

Do things legally or else it may bite him in the future. If he has a partner who is an american citizen, if they marry, should file a petition for your friend to be able to get a green card and be a permanent resident.

I don't think it is possible for him to do so within the US. I believe he needs to return home to Mexico and then apply through the legal procedures from there, via perhaps the US Embassy. It is to his advantage to leave the US on his own because if he waits until he is deported he may be denied any possible legal re-entry for a long time, I have heard it is a minimum of 10 years and even then, because of having been deported, he may have a harder if not impossible time of trying to come legally, ever.

Sneak across the border then wait for the government to declare another Amnesty. It will happen again pretty soon. I heard on the radio this morning that illegals have to get caught 7 times before they get prosecuted. The first 6 times the govt just asks them to go back to Mexico.
