Use with high speed ISO settings, like 400 and up. Fast shutters are for stop action, or limiting depth of field...is either what you are seeking?

Shutters are mechanisms that control the amount of time the light remains over the film or sensors; most mechanical ones go up to 1/2000 of a second, optical can go to millions of a second using a rotary prism and a moving film.

It stops action more the faster you go. But you generally need a lot of light to get to faster shutter speeds.
