Going to the park is not always an option and you also have to deal with work, home, spouse and friends. What do you do?

toys,books,things that are bright in color. I know that you said that tv was not an option, but there is a channel just for kids called noggin it is realy great. the reason i like it is becase all the shows from 6am to 6pm are educational. and depending on how old the child is crafts are also nice to. (messy but good for the child)

it's called prioritization...

children
then put the rest in what ever order you want but your children should ALWAYS be your #1 priority

i went to school 20 hrs a week, worked 30+ hrs a week and still managed to keep my house and other affairs in order while making my children my #1 priority.

depending on their age you can include them in certain house work and make a game out of it. NEVER let them use chemicals. a mr clean magic eraser is safe and so is a rag with a soapy water filled spray bottle for just them to use. let them help switch over the laundry...make it a game.... this should not be the only time you spend with them tho.

i remember 1 weekend i had a HUGE mass mailing to get out for my job and only a few days to do it (my boss was a procrastinator) my daughter helped me. i folded the cards she stuffed the envelopes i sealed them she put the labels on. she was 4 yrs old at the time. we both had fun and we did this while my son was napping and when he went to bed, he was only 1 yr old so his bed time was earlier). the rest of the day we spent together (unless i ran out of supplies the night before which i made a quick trip to the office to restock while daddy played w/ them). when my boss asked me how i did it so quickly i told him about the game we played and everyone thought it was an interesting way for me to balance work and kids.

Books. Engaging in developmental play like singing the alphabet, etc. Just playing and laughing with your baby. Teaching him/her about different activities around the house (i.e., "Mommy is cleaning the stove right now, a clean house is important to keep you and the family healthy).
