Let's look at this question.
"Is it legal to PASS a car on a ONE WAY street with ONLY ONE LANE?"

I believe your answer is in your question. A street with only one lane has no room for passing.

Would you be driving on an area not meant for driving like a shoulder or sidewalk? If the answer is yes then it wouldn't be legal.
