Balloons are used for lighting.....can u pls xplain me the workin of these balloons

A design of lighting balloon is used in Australia for rescue and emergency services work. It is a helium balloon with about a 1.5 meter diameter and a power line tether of several meters.
It is anchored to a large battery and has light bulb at its center. The result is a large white light source that can be "hung" up from the ground illuminating a large area with no bulk or mass.
Another design mounts the light on the battery pack and aims the light at the balloon which scatters the light spherically.
These were used at the thredbo disaster, a landslide crushed buildings and killed several people, Stewart Diver was rescued alive after several days buried in rubble.
