God is everywhere. The presence of God or a lack thereof doesn't mean a thing. People choose to kill each other. Don't blame God for not showing up to stop people from using their own free will. Be the change you want to see in this world and stop asking for a third party intervention. Ain't gonna happen.

Peace is a choice allotted to people. Should people decide that they do not what to live in peace with one another, then, war is the other option. It all comes down to who will have the biggest weapon to make the other person accept his or her ways. Then, peace will be the out-come according to that particular person - their brand of peace.
