I would think that this law is pretty much the same in every state. As far as I know, you pay your money, and the person holding the title signs the back of the title exactly as it is written. If the title has two names, both have to sign, unless is says "or." Then you take this title when you get your new registration and they issue you a new title, I believe.

Hell Yeah, The license plates also come with the car.Just make sure he/she signs where it says 'Signature of Seller' He does not need to date it .You can fill the rest in at time of registration.
